A coalition of nonprofits that is spearheading the Saluda Grade Trail has reached an agreement with Norfolk Southern to sell the 31-mile rail line for use as a recreational rail trail. The coalition has a signed agreement with the railroad establishing the price and other terms of a future purchase.
Norfolk Southern has agreed to sell 31 miles of its abandoned rail line connecting South Carolina and North Carolina communities to the Saluda Grade Trail Conservancy for development of a new rail trail. Three nonprofit groups including Conserving Carolina, Upstate Forever and “PAL: Play. Advocate. Live Well!” negotiated with Norfolk Southern to purchase the railroad property. “The Saluda Grade Trail Conservancy signed a written agreement with Norfolk Southern for the line and its full 31 miles,” Laura Ringo, PAL executive director, told The Post and Courier. Spartanburg City Council heard an update on the planning process for potential improvements to Duncan Park at their meeting on Monday. PAL: Play Advocate Live Well Executive Director Laura Ringo and City Parks and Recreation Director Kim Moultrie walked Council through a series of proposed improvements to the City's largest park, with plans including better connectivity to the Mary Black Foundation Rail Trail, upgraded and new trails throughout the park, new restrooms and improvements to the park's amphitheater area, a proposed traffic circle at South Converse St. and Duncan Park Dr., new activities areas and playgrounds, and numerous improvements designed to allow residents and visitors a to better enjoy Duncan Park Lake.
